Wolverhampton City Council Appoints Five Providers to Temporary Accommodation Framework

Wolverhampton City Council has established a new Temporary Accommodation Framework, appointing five providers to support the delivery of temporary accommodation for households owed duties under homelessness legislation.

The framework has been established to help the council meet its responsibilities under the Housing Act 1996 Part VII, as amended by the Homelessness Act 2002, ensuring suitable interim and temporary accommodation is available for homeless households. The council expects to require approximately 140 properties at any one time through the framework.

The successful providers are:

• Centennial Property Limited
• Exclusive Housing Solutions Limited
• Marston & Heath Limited
• Rent Connect Housing Limited
• Rneyz Housing Limited

The framework has an estimated value of £25 million including VAT and is scheduled to run from 1 September 2026 to 31 August 2029, with an optional two-year extension, allowing it to continue until 31 August 2031.

The award decision was made on 28 July 2026, with assessment summaries issued to tenderers on the same day. The standstill period ends on 7 August 2026, with the earliest framework signature date set for 21 August 2026.

The procurement was carried out using an open procedure under the Light Touch Regime.

Competition

A total of 29 tenders were received, with 21 assessed at the final stage. Of these:

• 20 were submitted by small and medium-sized enterprises (SMEs).
• No tenders were submitted by voluntary, community or social enterprises (VCSEs).
• Five suppliers were appointed to the framework.
