Rhondda Cynon Taf County Borough Council has awarded a contract for the delivery of its Offender Support Service Project.
The service will provide support and intervention for offenders who are homeless upon release from prison and are part of the council’s Homeless Offender Pathway. The project will work with individuals identified through the pathway, helping them reintegrate into their communities through targeted one-to-one support and intervention.
The service will be delivered in partnership with members of the Homelessness Team and Probation Team, supporting offenders who are homeless and have complex or chaotic lifestyles.
Following an open procurement process, Kaleidoscope has been appointed to deliver the service.
The contract has a value of £1,077,574.17 excluding VAT (£1,293,089 including VAT).
The initial contract term will run from 19 July 2026 to 18 July 2029, with options to extend for up to a further four years through two additional 24-month extension periods, potentially taking the agreement through to July 2033.
The award decision was made on 8 June 2026, with assessment summaries issued to tenderers on 23 June 2026. The standstill period is due to conclude on 3 July 2026, with the contract expected to be signed on 10 July 2026.
The procurement was conducted through an open procedure under the Light Touch Regime. Four tenders were received and assessed at the final stage, with one supplier ultimately awarded the contract.
