P3 Secures Supported Accommodation Contract

Wolverhampton City Council has awarded a contract to People Potential Possibilities (P3) to provide supported accommodation for young people aged 18 to 21.

The contract has a value of £800,000 excluding VAT (£960,000 including VAT) and was awarded following an open procedure under the Light Touch regime.

The service is intended to provide tenancy-readiness support for 14 young people who are in care, are care leavers, have care experience or are at the edge of care. As part of the contract, the provider will deliver 14 self-contained units of accommodation.

Contract Details

The contract is expected to commence on 1 August 2026 and run until 31 July 2028.

The agreement includes two optional one-year extensions, allowing the total contract term to extend to 31 July 2030.

According to the award notice, the contract will be based on minimum acceptable performance being achieved through identified key performance indicators.

Competition

The Council received 11 tenders, with three suppliers assessed at the final stage of the procurement.

The contract was awarded to People Potential Possibilities (P3) following the evaluation process.

Wolverhampton City Council states that the procurement supports its commitment to developing a diverse care and support market, including local organisations, while helping improve outcomes for children and young people and supporting those who are care experienced.
