Youth Services Framework
Birmingham City Council
Location: South East
Woodley Town Council is inviting providers to submit proposals for youth services and activities for children and young people in Woodley during 2027/28.
The Council is open to appointing one or multiple providers and is seeking flexible provision broadly targeting young people aged 9–21. Priority areas include engaging vulnerable young people, reaching those not using existing services and supporting personal development, confidence, skills, wellbeing and community involvement.
Potential provision includes youth sessions, sports, arts and creative activities, training, mentoring, employability and life skills, volunteering, trips and targeted support. The Council is particularly interested in activities during school holidays and on Friday evenings.
Buyer: Woodley Town Council
Deadline: 9 November 2026, 11:59pm
Contract Value: £40,000 excluding VAT
Delivery Length: 1 year, from 1 April 2027 to 31 March 2028
Tender Link: Woodley Town Council

The £40,000 figure reflects the Council’s current-year youth provision budget. Funding for 2027/28 is due to be considered in the autumn and may be divided between multiple successful providers.
Providers must demonstrate relevant experience working with children or young people, appropriate safeguarding and risk management arrangements, suitably qualified and vetted staff or volunteers, appropriate insurance and governance, and capacity to deliver the proposed service.
Proposals must also explain the intended outcomes and how participation and impact will be measured.
The opportunity is particularly relevant to youth service providers, voluntary and community organisations and social enterprises able to deliver accessible local activities for young people in Woodley.
