SCE0076- High Dependency Bed Service
Leicester City Council
Liverpool City Council is inviting tenders for an Integrated Advocacy Service providing statutory and non-statutory advocacy, including Independent Health Complaints Advocacy (IHCA). The service will support the Council in meeting its obligations under the Care Act 2014, Mental Capacity Act 2005 and Mental Health Act 1983.
The service will provide statutory advocacy and flexible, non-statutory, issue-based support for individuals who do not meet formal eligibility criteria. It will help people express their views, wishes and preferences, safeguard their rights and participate in decisions affecting their lives.
Particular focus will be given to individuals who have substantial difficulty understanding, retaining or communicating information and who lack an appropriate person to support their involvement. Advocacy interventions must be independent, tailored and outcome-focused, promoting inclusion, equitable access and improved wellbeing.
The estimated award decision date is 23 December 2026. Electronic submissions must be made in English through the ProContract procurement portal.
Bidders must submit a detailed price schedule, and bids must remain within the stated budget. Social Value commitments will be assessed against measures aligned with the national TOM’s Social Value Framework. Further details of the requirements and evaluation methodology are available in the tender documents.
With an estimated value of £3,707,890 excluding VAT and a possible one-year extension, this opportunity may be relevant to advocacy organisations, charities and voluntary, community and social enterprises experienced in delivering statutory and non-statutory advocacy services.
