Rochdale Borough Council is seeking a provider to deliver a specialist supported accommodation service for young people aged 18 to 25 who have support needs and are at risk of, or experiencing, homelessness.
The service will operate through the Council’s Team Around the Young Person Accommodation Model (TAYPAS), providing psychologically informed accommodation and support across 28 newly developed, self-contained units.
The three accommodation sites are owned by Rochdale Borough Council and will remain in Council ownership, with the properties leased to the successful provider.
The commissioned service will provide 24/7 support and management across the 28 self-contained units.
The accommodation is spread across three separate sites, which are expected to become operational in phases as practical completion is achieved. Bidders will therefore need to demonstrate that they can mobilise and scale their service in line with the phased handover, ensuring accommodation and support can begin as individual sites become available.
The accommodation provision will be supported through a separate revenue-funded support contract covering the delivery of housing management and person-centred support.
The Council is seeking a delivery model that provides young people with safe, high-quality accommodation alongside tailored support intended to promote positive outcomes and greater independence.
A range of organisations may participate in the procurement, including:
Bids can be submitted by a single organisation or through a partnership arrangement. This could include, but is not limited to, a Registered Provider working alongside a support provider or another relevant delivery partner.
Bidders must demonstrate appropriate experience, financial standing, operational capacity and governance arrangements to deliver the required accommodation and support outcomes, either directly or through established partnerships.
All clarification questions, communications and tender submissions must be made through the Council’s E-Tendering System, The Chest. The Council states that submissions or communications sent outside the system will not be accepted.
Phase 1 written tender submissions will be assessed against the following criteria:
The procurement will then move to a second evaluation stage for shortlisted bidders.
The opportunity is being procured through a Competitive Flexible Procedure under the Light Touch Regime.
The process consists of two phases.
Phase 1 – Written Tender Submission
Written tenders will be evaluated against the published quality and price criteria.
Following this assessment, the Council intends to invite up to the three highest-scoring bidders to progress to the second phase.
Phase 2 – Interview and Presentation
Shortlisted bidders will attend an interview and presentation session, which will be evaluated and scored out of 100% in accordance with the published evaluation methodology.
Scores from Phase 1 will not carry forward into Phase 2. The first phase will only determine which bidders reach the final stage, with the contract award based solely on the results of Phase 2.
The Council currently expects to make its award decision on 2 October 2026.
The opportunity provides housing and support organisations with the chance to deliver a purpose-built supported accommodation model for young adults experiencing or at risk of homelessness in Rochdale. The ability to bid through partnership arrangements may also create opportunities for housing and specialist support providers to combine their respective expertise.
