Relationship Support to Reduce Homelessness Presentations – Fife, Scotland

Fife Council is seeking a provider to deliver a Relationship Support Service aimed at reducing homelessness presentations arising from non-violent relationship breakdown.

The service will primarily operate across Central Fife and will provide relationship coaching and practical support to help individuals and families remain in their existing accommodation where appropriate, while supporting planned housing options where relationships cannot be sustained.

The Council notes that relationship breakdown remains one of the leading causes of homelessness within Fife, with 41% of homelessness presentations during 2024/25 linked to relationship breakdown and 785 cases specifically relating to non-violent relationship breakdown.

Contract Length: 12 October 2026 to 11 October 2027, with the option to extend for up to a further 24 months.

Service Requirements

The successful provider will be expected to:

  • Deliver relationship coaching and support to reduce homelessness caused by non-violent relationship breakdown.
  • Support individuals and families experiencing, or at risk of, homelessness.
  • Primarily work with people aged 16–35, while considering referrals outside this age group where appropriate.
  • Provide support for approximately 100–120 individuals or households each year.
  • Develop an innovative, agile and outcomes-focused service model.
  • Demonstrate evidence-based interventions and robust outcome measurement.
  • Deliver positive impacts at individual, community, service and system level.

Provider Requirements

Providers should be able to demonstrate:

  • Appropriate financial standing.
  • Relevant insurance cover, including:
    • Employer’s Liability – £10 million.
    • Public Liability – £5 million.
    • Professional Indemnity – £1 million.
  • Registration with the Care Inspectorate for relevant services.
  • Compliance with the Protecting Vulnerable Groups (PVG) Scheme.
  • Appropriate safeguarding, equality, data protection, health and safety and business continuity policies.
  • Registration with the Information Commissioner’s Office (ICO).
  • Appropriate arrangements for cyber security and staff training.

Evaluation Criteria

  • Quality / Technical – 90%
  • Price / Commercial – 10%
