Radiopharmacy Managed Services

Guy’s and St Thomas’ NHS Foundation Trust is seeking a suitably qualified and experienced provider to deliver Radiopharmacy manufacturing services through a new Hub and Spoke operating model.

The procurement will establish a Managed Service Agreement (MSA), with the appointed provider responsible for designing, establishing, licensing and operating an off-site, GMP-compliant Radiopharmacy Hub while working in partnership with the Trust throughout the contract.

The Trust’s existing Radiopharmacy Unit at Guy’s Hospital currently provides specialist diagnostic, therapeutic and research support to Nuclear Medicine and other clinical services across Guy’s and St Thomas’, Royal Brompton and Harefield Hospitals.

Radiopharmacy services support a range of patient pathways, including diagnostic imaging, cancer diagnosis and treatment, clinical trials and research. The Trust expects demand for radiopharmaceuticals to increase alongside developments in imaging, personalised medicine and oncology pathways.

The existing facilities are constrained by available space, ageing infrastructure and regulatory limitations, restricting capacity and opportunities for expansion. The proposed Hub and Spoke model is intended to increase production capacity, strengthen supply resilience, improve regulatory compliance and provide a more sustainable long-term service.

Phased Delivery Model

The Trust intends to introduce the new service through a phased approach.

Following contract award, the successful provider will be responsible for designing and fitting out the new Radiopharmacy Hub during the first year of the MSA.

During the second year, the provider will be required to obtain the relevant regulatory licences. Services from the Hub are then expected to commence in the third year under Phase 1.

During Phase 1, a reduced Spoke operation will remain at Guy’s Hospital, continuing defined on-site radiopharmacy functions to support clinical continuity, resilience and the transition to the new model.

The stated implementation timings are estimates, and tenderers are required to provide a detailed mobilisation as part of their technical and social value response.

At the sole discretion of the Trust, a second phase may subsequently transfer additional manufacturing activities from the Spoke to the Hub once the new facility is fully operational, stable and appropriately licensed.

Phase 2 is not guaranteed. Any decision to proceed will depend on the performance, regulatory and operational readiness requirements contained within the Managed Service Agreement.

The new Hub is required to be GMP compliant, with the successful provider responsible for obtaining the relevant regulatory licences during the mobilisation period.
