Low Level Support Services – HSG Tender Torfaen

Torfaen County Borough Council is seeking a provider to deliver a housing-related support service for adults with low-level housing support needs across the Gwent Valleys.

The contract has an estimated value of £2.8 million and will focus on practical advice, early intervention and support for people experiencing issues that could affect their ability to sustain their accommodation.

The service will support vulnerable adults to address housing-related difficulties while promoting greater independence within their local communities.

Providers will be expected to adopt early intervention approaches and promote initiatives that help people maintain their accommodation and achieve as independent a living arrangement as possible.

Contract Value: £2,800,000

Delivery Length: 1 April 2027 to 31 March 2032, with three optional 12-month extensions available to 31 March 2035

Evaluation Criteria

Tenders will be evaluated against the following criteria:

  • Quality – 70%
  • Cost – 20%
  • Community Well Being Benefits – 10%

The procurement is being conducted through an open procedure under the light touch regime.

The opportunity is identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

The contract represents a significant long-term opportunity for housing-related support providers working with vulnerable adults. With a potential eight-year delivery period, the service will focus on early intervention, accommodation sustainment and helping people achieve greater independence within their communities.
