Housing First Service

London Borough of Lewisham is seeking a provider to deliver its Housing First Service, a floating support service for adults in Lewisham with additional support needs.

The service will provide brief but intensive support, with a particular focus on helping individuals sustain their tenancies and address immediate crises in their lives. Provision will operate across the London Borough of Lewisham.

The contract has an estimated value of £1,753,230 and is expected to initially run from 1 April 2027 until 31 March 2029, with an option to extend for a further four years until 31 March 2033.

Service Requirements

The Housing First Service will provide floating support to adults with additional support needs across Lewisham.

Support will focus on two key areas:

• Tenancy sustainment
• Resolving immediate crises affecting individuals’ lives

The procurement is classified under health and social work services and covers the Lewisham and Southwark contract region.

The opportunity has also been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Procurement Process

The procurement will be conducted under the Procurement Act 2023 using a two-stage Competitive Flexible Procedure.

Stage 1 – Procurement Specific Questionnaire

Interested organisations must initially complete a Procurement Specific Questionnaire (PSQ). Suppliers will be assessed against the Council’s legal, financial and technical conditions of participation.

A number of mandatory questions will be evaluated on a pass/fail basis. Suppliers failing any applicable pass/fail requirement will not progress to the second stage.

PSQ questions 22 and 23, covering risk management and experience, will be scored out of five. Suppliers must achieve a minimum score of three on each question to remain in the competition.

The five highest-scoring suppliers will normally be shortlisted for Stage 2. Where suppliers are tied in fifth position, all suppliers achieving that score will be shortlisted.

Stage 2 – Invitation to Tender

Shortlisted organisations meeting the conditions of participation will be invited to submit a full tender.

The Invitation to Tender will assess submissions against the published quality, price and social value criteria to determine the Most Advantageous Tender.

Progression to Stage 2 establishes eligibility to submit a tender but does not guarantee the award of a contract.

Evaluation Criteria

The Stage 2 tender evaluation will be weighted as follows:

• Quality – 55%
• Price – 35%
• Social Value – 10%

Participation Requirements

The Council has not specified a minimum economic or financial threshold for participation.

Credit checks will be undertaken through CreditSafe, and suppliers may be asked to provide financial information from the previous year, including audited accounts, balance sheets and profit and loss statements, to demonstrate financial health and stability.

For technical capability, organisations are required to provide details of up to three relevant contracts. Examples may come from the public or private sectors and can include grant-funded work.

The opportunity provides a significant commissioning prospect for organisations experienced in intensive floating support, tenancy sustainment and supporting adults facing immediate crises. Its potential six-year duration also offers a longer-term opportunity for providers capable of meeting Lewisham’s participation and service requirements.
