HCC – 09/26 – Provision of Reablement Services

Hertfordshire County Council is seeking providers to deliver Reablement Services across Hertfordshire through a major contract estimated at £44.09 million excluding VAT.

The service will provide short-term support to individuals in their own homes following circumstances such as hospital discharge, illness or an acute episode, as well as supporting people who are new to care.

Hertfordshire County Council operates a “Reablement First” approach, under which people who are new to care are considered for reablement unless the service is deemed unsuitable for their needs.

Reablement support is intended to help individuals rebuild confidence and independence and reduce reliance on longer-term care. Services will normally be available for up to four weeks, extending to six weeks in exceptional circumstances. Support will be non-chargeable and delivered without requiring a Care Act eligibility assessment.

The procurement has been divided into 11 geographical lots aligned with the relevant local authority boundaries:

• Lot 2 – Central 2 (Stevenage): £3,019,571
• Lot 3 – East Brox 1 (Broxbourne): £4,420,652
• Lot 4 – East Brox 2 (East Herts): £4,072,797
• Lot 5 – SW 1 (Three Rivers): £3,480,961
• Lot 6 – SW 2 (Watford): £6,191,328
• Lot 7 – SW 3 (Hertsmere): £4,080,044
• Lot 8 – West 1 (Dacorum West): £1,517,032
• Lot 9 – West 2 (Dacorum East): £4,551,097
• Lot 10 – West 3 (St Albans South): £4,444,809
• Lot 11 – West 4 (St Albans North): £3,942,352

All lot values are estimated and exclude VAT.

One Reablement Provider will be appointed for each lot area, with an individual provider permitted to secure a maximum of four lots.

Contract Value: £44,092,982 excluding VAT

Delivery Length: 1st April 2027 to 31st March 2030, with the option to extend for up to a further two years

The initial contract period is three years, with extensions potentially taking the maximum contract duration to five years.

The procurement is being conducted through an open procedure under the light touch regime. Organisations wishing to participate must express an interest and opt in through the Council’s e-tendering system to access the full procurement documentation.

The deadline for procurement enquiries is 25th September 2026 at 12:00.

Evaluation Criteria

Tenders will be evaluated using the following weightings:

• Quality – 80%
• Price – 20%

Participation Requirements

Legal and financial capacity requirements and technical ability conditions apply across all 11 lots, with full requirements set out in Section 4 of the Instructions to Tenderers.

The opportunity has also been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Contract and Procurement Requirements

Tenderers should note that contracts resulting from the procurement will be executed as deeds.

TUPE Employee Liability Information has also been made available within the procurement documentation. Organisations accessing this information are required to treat it as confidential and commercially sensitive, protect it as personal data and comply with the Council’s stated confidentiality and data protection requirements.

The Council has also highlighted local government reorganisation in Hertfordshire as a potential contract performance risk. Reorganisation is currently expected to take effect from 1st April 2028 and could result in contracts transferring to successor public authorities or changes being required to the structure, scope or geographical delivery of the contract.

The opportunity represents a significant commissioning exercise for reablement providers, with 11 geographical contracts supporting Hertfordshire’s approach to helping people regain independence and reducing longer-term reliance on care services.
