HAC6124 Integrated Statutory Advocacy Service

Tower Hamlets Council is seeking a provider to deliver a nationwide Integrated Statutory Advocacy Service supporting eligible residents to access independent advocacy in accordance with national legislation.

The procurement will combine two existing advocacy contracts into a single contracting arrangement, bringing together the current Integrated Statutory Advocacy Service and Out-of-Borough Statutory Advocacy Service.

The new service is intended to provide consistent statutory advocacy for eligible Tower Hamlets residents, including those temporarily placed outside the Northeast London (NEL) area.

The contract is estimated to be worth £1,547,480 excluding VAT and will initially run for three years, with an option to extend for a further year.

Service Requirements

The Integrated Statutory Advocacy Service will support eligible individuals to understand and exercise their rights, participate in decisions concerning their care and support and ensure their views are represented where capacity may be limited or fluctuate.

The service will cover:

• Independent Mental Capacity Advocacy (IMCA), including DoLS and Relevant Person’s Paid Representative (RPPR) functions
• Care Act Advocacy (CAA) for individuals experiencing substantial difficulty participating in care planning or safeguarding processes
• NHS Complaints Advocacy

The current Integrated Statutory Advocacy Service supports Tower Hamlets residents within the borough and across the Northeast London footprint with IMCA, RPPR, NHS Complaints Advocacy and Care Act Advocacy.

The existing Out-of-Borough Statutory Advocacy Service provides RPPR and Care Act Advocacy to eligible Tower Hamlets residents temporarily placed outside NEL boroughs.

Through this procurement, the Council intends to merge these arrangements and commission a single nationwide service, providing eligible residents with consistent access to statutory advocacy regardless of where they are living.

The procurement is being conducted through an Open procedure, with electronic tender submissions accepted.

The opportunity has been identified as particularly suitable for SMEs and voluntary, community and social enterprises (VCSEs).

Evaluation Criteria

Tenders will be evaluated using the following criteria:

• Quality – 60%
• Price – 30%
• Social Value – 10%

Quality will be assessed through method statements, while pricing requirements are set out within Schedule 2 of the procurement documentation.

The estimated award decision date is 11 November 2026.

Legal and financial capacity requirements are detailed within the Invitation to Tender (ITT).

Technical ability requirements are contained within the ITT and service specification.

The opportunity represents a significant integrated advocacy contract covering health and social care-related statutory advocacy functions, with the new nationwide approach intended to provide continuity of independent support for eligible Tower Hamlets residents wherever they are living.
