Framework for SVQ Training

Renfrewshire Council is seeking to establish a multi-provider framework for the delivery of Scottish Vocational Qualification (SVQ) training for Care at Home staff on behalf of Renfrewshire Health and Social Care Partnership.

The framework is intended to support the development of the Care at Home workforce by providing nationally recognised qualifications and professional development that enhance skills, knowledge and career progression while supporting compliance with Scottish Social Services Council (SSSC) registration requirements under the Regulation of Care (Social Service Workers) (Scotland) Order 2024.

Lots Available

The framework has been divided into five lots:

  • Lot 1: SCQF Level 6 – Social Services & Healthcare
  • Lot 2: SCQF Level 7 – Social Services & Healthcare
  • Lot 3: SCQF Level 9 – Social Services & Healthcare
  • Lot 4: SCQF Level 7 – Professional Development Award Health and Social Care Supervision
  • Lot 5: SCQF Level 10 – Care Services Leadership & Management

The training programme will predominantly focus on SVQ Social Services and Healthcare at SCQF Level 6 while also providing progression routes for supervisory staff through higher-level qualifications and professional development awards.

Evaluation Criteria

The procurement will be evaluated using:

  • Quality – 60%
  • Price – 40%

Regulatory and Compliance Requirements

Providers will be required to demonstrate:

  • Approval as an SQA Approved Assessment Centre to deliver, assess and quality assure SQA qualifications.
  • That all staff delivering the service are PVG registered.
  • Appropriate insurance arrangements, including employers’ liability, public liability and professional indemnity cover.
  • Relevant organisational policies, including health and safety, equality and diversity, whistleblowing, data protection, business continuity and cyber security.
  • Compliance with the Council’s financial assessment requirements.

Financial Requirements

The Council’s standard practice is to require a minimum Dun & Bradstreet Failure Score of 20. Where this threshold is not met, or where a score is unavailable due to organisational structure, audited accounts or other financial information may be reviewed to assess financial stability.
