Floating Housing Support (Long-Term Enduring Mental Health; LD, Autism and Care Leavers)

The London Borough of Hackney is seeking a provider to deliver a new Floating Housing Support service for residents with long-term mental health conditions, including people with learning disabilities and autism. The service will also support young people aged 18 and over who are transitioning from care into Adult Services and require assistance to maintain their independence and reduce the risk of homelessness.

The new service will support the existing cohort of service users alongside new referrals from the Mental Health Service. The specification has been expanded to include clearer requirements for supporting people with learning disabilities and neurodiverse individuals, including the provision of sensory informed environments.

Buyer – London Borough of Hackney

Deadline – 17 August 2026, 12:00 noon (Requests to Participate)

Contract Value – Estimated £1,680,000 excluding VAT (£2,016,000 including VAT)

Delivery Length – 1 February 2027 to 1 February 2031, with the option to extend by two further one-year periods to 1 February 2033

  • Quality – 65%
  • Price – 35%

Service Overview

The commissioned provider will deliver floating housing support for:

  • Adults with long-term enduring mental health conditions.
  • People with learning disabilities.
  • People with autism and other neurodiverse conditions.
  • Young people aged 18 and over transitioning from leaving care into Adult Services who require support to sustain independent living and avoid homelessness.

The service has been developed to strengthen support for people with learning disabilities and neurodiverse residents, including requirements relating to sensory informed environments.

Contract Information

The contract will run for an initial five-year term with the option to extend for two further one-year periods.

The contract also includes provision for additional work packages of up to 15% of the core contract value during the contract term.

Participation Requirements

Legal, financial and technical participation requirements are detailed within the ProContract procurement documentation.

The opportunity is identified as being suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

Procurement Information

The procurement is being undertaken using a Competitive Flexible Procedure under the Light Touch regime.

The process will comprise two stages:

  • Stage 1 – Procurement Selection Questionnaire
  • Stage 2 – Return of Tender Documentation

Tender submissions must be made electronically through the ProContract portal.

The opportunity represents continued investment in housing-related support services designed to help vulnerable adults and care leavers maintain independent living, while providing specialist support for people with enduring mental health conditions, learning disabilities and autism across Hackney.
