Family Domestic Abuse Support Advisors

Cornwall Council is recommissioning its Family Domestic Abuse Support Advisor (FDASA) Service, with an estimated contract value of £2.185 million.

The service will provide a small team of specialist domestic abuse workers based within Family Help teams, delivering short-term and focused support to families where domestic abuse is a primary concern.

The FDASA model is intended to increase safety, strengthen understanding of domestic abuse risk and help families access wider specialist services. Advisors will work alongside Children’s Social Care rather than replace its role.

Service Requirements

The commissioned service will provide specialist domestic abuse support within Family Help teams, allowing FDASA workers to work directly with families where domestic abuse has been identified as a key concern.

The service will focus on:

• Providing short-term, targeted support to families
• Increasing safety where domestic abuse is present
• Improving understanding of domestic abuse-related risk
• Supporting access to wider domestic abuse services
• Working alongside Children’s Social Care and Family Help teams

The service will also include a supervisor or team lead responsible for supporting consistency and coordination across the provision.

The Council has confirmed that grant funding is currently secured until April 2029. The contract will therefore include a break clause at the end of March 2029, with any extension for the additional two years subject to confirmation of funding.

The estimated award decision date is 5 November 2026.

Evaluation Criteria

Tenders will be evaluated using:

• Method Statements – 85%
• Social Value – 15%

Method statements are detailed within Response Form 7 Quality Questions, while the Social Value requirements are covered within Response Form 8.

Conditions relating to legal and financial capacity and technical ability are set out in Table 3 of the Invitation to Tender.

Supplier Participation

The opportunity is identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

The procurement is being conducted through an open procedure under the Light Touch Regime. Electronic submissions are permitted in English.
