Emotional Health & Wellbeing Service For Looked After Children and Care Leavers

Wigan Council is seeking a provider to deliver emotional and mental health support for children and young people in care, care leavers and their carers.

The service will provide flexible, evidence-based and trauma-informed therapeutic and preventative support. This will include psychological and therapeutic interventions, individual and group work, therapeutic parenting support, assessments, psychological consultation and evidence-based parenting programmes.

Support will be available to Wigan children and young people in care whether they are placed within or outside the borough. The provider will work alongside social care teams to improve emotional wellbeing and resilience, support carers, promote placement stability and help prevent escalation to more specialist services.

Evaluation Criteria

The procurement will use a two-stage competitive flexible procedure.

Stage one will assess the PSQ, quality, social value and price submissions. The three highest-scoring bidders will progress to an interview stage.

The published criteria list Quality – 80 points, Social Value – 20 points, Price – 50 points and Interview – 50 points.

The contract provides a five-year opportunity for organisations experienced in trauma-informed therapeutic and emotional wellbeing services for children in care and care leavers.
