CS6100 Voluntary and Community Sector Coordinator Services

London Borough of Tower Hamlets is seeking a provider to deliver its Voluntary and Community Sector (VCS) Coordinator Service, supporting stronger partnerships between the Council and organisations working with children, young people and families.

The contract is valued at an estimated £204,019 excluding VAT and will initially run for two years, with options to extend for a further two years.

The opportunity is specifically reserved for suppliers with substantive business operations within the London Borough of Tower Hamlets, with SMEs and voluntary, community and social enterprises identified as particularly suitable providers.

Service Requirements

The VCS Coordinator Service will support the delivery of the Council’s children and young people’s strategy by strengthening its engagement and partnership working with voluntary and community organisations and the wider third sector.

The service will have a particular focus on organisations working within the children and young people’s sector, both within Tower Hamlets and more widely.

The Council’s overall objective is to develop stronger, more engaged and sustainable partnerships with a broader range of organisations, drawing on the experience and expertise of the voluntary and community sector in responding to the needs of children, young people and families.

The appointed provider will therefore play an enabling role in supporting continued collaboration between the Council and the local VCS sector.

Contract Value: £204,019 excluding VAT

Delivery Length: 1 November 2026 to 31 October 2028, with two optional 12-month extensions to 31 October 2030 – up to 4 years

The procurement is being conducted as a below-threshold open competition in accordance with the Procurement Act 2023.

Reserved Procurement

Participation in this opportunity is restricted to suppliers that are established and have substantive business operations within the London Borough of Tower Hamlets.

For this procurement, substantive business operations means having a genuine operational presence within Tower Hamlets, such as staffed premises or a delivery base, and actively conducting business from that location.

Suppliers that do not satisfy this requirement will not be eligible to participate. Evidence demonstrating compliance will be required as part of the tender submission and may be verified by the Council.

The reservation has been applied in line with Procurement Policy Note (PPN) 005: Reserving Below Threshold Procurements.

Tender submissions will be evaluated on:

  • Quality – 60%
  • Price – 30%
  • Social Value – 10%
