Coventry City Council is seeking providers to deliver its Children Complaints service through a new open framework worth an estimated £602,000 excluding VAT.
Providers appointed to the framework will support the Council across all stages of its external children’s complaints process.
The framework will initially operate for three years, with the Council retaining the option to extend for two further periods of two years, potentially taking the arrangement through to November 2033.
There is no stated limit on the number of suppliers that can be appointed to the framework and no supplier fee will be charged.
The open framework will be available for use by Coventry City Council as the establishing authority.
Call-off contracts will be awarded without competition under the framework arrangements.
The initial framework period will run from 16 November 2026 until 15 November 2029. Two potential two-year extensions could extend the scheme until 15 November 2033.

Suppliers must register through Coventry City Council’s CSW-JETS e-procurement system to express interest and access the tender documentation. Registration is free.
The procurement will use pass/fail quality criteria.
Tenderers will be required to pass all specified criteria to be successful.
Further individual evaluation requirements or percentage weightings have not been disclosed.
The opportunity provides organisations experienced in children’s complaints and related independent processes with access to a potentially seven-year commissioning arrangement supporting Coventry City Council’s external complaints service.
