Children’s Rights and Advocacy

Tameside Metropolitan Borough Council is seeking a provider to deliver a Children’s Rights and Advocacy service that provides information, advice, and advocacy to children and young people across the borough.

The service is intended to help children and young people understand their rights, express their views, and navigate available services. Support will be delivered through accessible, age-appropriate engagement, including proactive outreach, with an individualised and inclusive approach tailored to each child’s needs.

The Council has indicated that the service will provide personalised advocacy and support designed to meet the differing needs of children and young people.

Service Overview

The successful provider will deliver a service that:

  • Provides information, advice, and advocacy to children and young people
  • Supports children and young people to understand their rights
  • Helps individuals express their views
  • Assists children and young people in navigating available services
  • Delivers accessible, age-appropriate support through proactive outreach
  • Provides individualised and inclusive support tailored to each child’s needs

Contract Information

Buyer – Tameside Metropolitan Borough Council

Deadline – 3 August 2026 – 12:00pm

Contract Value – £120,000 excluding VAT

Delivery Length – 1 October 2026 to 30 September 2027, with the option to extend for up to two six-month periods

Evaluation Criteria

The contract will be awarded using the following weighted criteria:

  • Quality – 60%
  • Social Value – 20%
  • Price – 20%

The Council will combine the weighted quality score and weighted price score to produce an overall score for each bidder and determine the successful supplier.

This opportunity is open under a below-threshold open competition using the Light Touch regime and is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).
