Care Provider Partner for Hartrigg Oaks Continuing Care Retirement Community

Joseph Rowntree Housing Trust (JRHT) is seeking to appoint an experienced care provider to deliver integrated care services at Hartrigg Oaks, a continuing care retirement community in York comprising 152 bungalows and a 43-bed residential and nursing care home known as The Oaks.

The successful provider will be responsible for delivering a fully integrated care model across the community. This includes in-home domiciliary care services such as personal care, domestic support and a 24-hour emergency response service, alongside residential and nursing care provision within The Oaks care home.

In addition to care delivery, JRHT is seeking a provider capable of operating the on-site catering service and Healthy Activity Centre (HAC).

Under the proposed arrangement, JRHT will retain ownership of the estate while operational responsibility for care services transfers to the appointed provider. The successful organisation will assume responsibility for service delivery, clinical governance, safeguarding, quality assurance and regulatory compliance.

The contract is intended to support the delivery of high-quality, person-centred care, with payments based on a fixed fee model that may be adjusted according to actual service delivery levels.

Service Requirements

The appointed provider will be responsible for:

• Domiciliary care services for residents living within the Hartrigg Oaks community
• Residential care services within The Oaks
• Nursing care services within The Oaks
• On-site catering services
• Operation of the Healthy Activity Centre (HAC)
• Clinical governance and safeguarding responsibilities
• Regulatory compliance across all relevant service areas

CQC Requirements

Providers must be registered with the Care Quality Commission for all relevant regulated activities required to deliver the services included within the contract.

Evaluation Criteria

The procurement will be evaluated using the following criteria:

• Technical Questionnaire – 60%
• Commercial Evaluation – 40%

Procurement Process

The procurement is being conducted through a Competitive Flexible Procedure and will include:

1. Assessment of Technical and Commercial submissions to identify the top three ranked bidders
2. Presentation stage for information purposes
3. Best and Final Offers (BAFO)
4. Selection of the preferred service provider
5. Contract agreement with the preferred provider

JRHT has confirmed that should a contract not be agreed with the preferred bidder, or if the preferred bidder withdraws, the Trust reserves the right to progress discussions with the next ranked tenderer.
