Administration Support of Engagement and Participation (Supported People, Unpaid Carers and Communities)

North Lanarkshire Council is seeking a single supplier to lead and coordinate engagement and participation activities across University Health and Social Care North Lanarkshire (UHSCNL), on behalf of the Council and the Integrated Joint Board (IJB).

The £672,000 contract will focus on ensuring supported people, unpaid carers and communities have meaningful opportunities to contribute to the development of health and social care services, policies, strategies and priorities across North Lanarkshire.

Building on existing relationships with supported people, carers, community groups and voluntary organisations, the successful contractor will act as the single point of contact for engagement and participation across UHSCNL.

The provider will be responsible for coordinating activity, supporting representation within governance arrangements, developing strategic partnerships and administering funding for organisations and community groups participating in engagement activities.

Service Requirements

The contract will include responsibility for:

  • Leading and coordinating engagement and participation activity across UHSCNL
  • Developing processes for engagement and participation
  • Supporting representation for communities, supported people and carers within UHSCNL governance structures and strategic forums
  • Managing the allocation and monitoring of Engagement and Participation funding
  • Working with existing and new stakeholder organisations to strengthen engagement opportunities
  • Supporting the development and delivery of the UHSCNL Engagement and Participation Strategy and Framework 2024–2028
  • Developing planning, performance, monitoring and evaluation arrangements to measure outcomes and impact
  • Maintaining effective communication and feedback mechanisms alongside transparency and accountability

The overall ambition is to establish a coordinated, inclusive and sustainable approach that gives supported people, unpaid carers and communities opportunities to influence health and social care provision across North Lanarkshire.

The Council also wants the service to broaden engagement methods to reach a more diverse range of people, build capacity within community and voluntary sector organisations, support preventative and person-centred approaches, and strengthen the role of lived experience in service improvement and decision-making.

Engagement and Participation Objectives

The commissioned service is intended to strengthen the involvement of supported people and unpaid carers in decision-making and service improvement while ensuring community experiences inform health and social care policy, strategy and service development.

The agreement also aims to increase the range and inclusivity of engagement activity, strengthen community and voluntary sector capacity, and establish effective governance and evaluation arrangements capable of demonstrating measurable outcomes.
