2026 LOT 2 REOPENING The Provision of Tutoring Services for Children with Medical Needs (CMN) & Special Educational Needs and Disability Framework

Leicestershire County Council is seeking new providers to join Lot 2 of its established framework for tutoring services supporting children with Special Educational Needs and Disability (SEND).

The reopening relates specifically to Lot 2 – Children with Special Educational Needs and Disability (SENA) and provides an opportunity for additional organisations to join the existing framework.

The Council is conducting the procurement under the Light-Touch Regime requirements of the Public Contracts Regulations 2015. Services will be delivered across Leicestershire and Rutland.

This procurement is a reopening of Lot 2 only. Tenderers may therefore submit a bid for this lot, with no other framework lots included within the current exercise.

The estimated value associated with the opportunity is £567,000 excluding VAT.

Procurement Procedure

The Council is using an open procedure for the reopening, with the procurement covered by the Government Procurement Agreement.

The framework is identified as a recurrent procurement and is intended to enable the Council to procure tutoring services for children with Special Educational Needs and Disability.

The opportunity provides tutoring organisations and specialist education providers with an opportunity to secure a position on an established Leicestershire County Council framework supporting children with SEND across the local area.
