NHS Cheshire and Merseyside Appoints Three Providers to Oliver McGowan Training Framework

NHS Cheshire and Merseyside ICB has established a multi-supplier framework call-off agreement for the delivery of Oliver McGowan Mandatory Learning Disability and Autism Training (OMMT) across Cheshire and Merseyside.

The framework will enable the Integrated Care Board to commission accredited training sessions to support delivery of the national Oliver McGowan Mandatory Training programme and increase workforce compliance across eligible organisations.

Tier 1 – Webinar Workforce Sessions

First Response Training and Consultancy Services Ltd has been awarded the Tier 1 Webinar Workforce Sessions contract.

The contract has a value of £15,300 including VAT.

Tier 2 – Face-to-Face Workforce Sessions

Happy Smiles Training CIC has been awarded a Tier 2 Face-to-Face Workforce Sessions contract valued at £373,464 including VAT.

Autism Together has also been awarded a Tier 2 Face-to-Face Workforce Sessions contract valued at £30,900 including VAT.

Train the Trainer Sessions

Happy Smiles Training CIC has also secured the Train the Trainer Sessions contract, valued at £31,320 including VAT.

All contracts were awarded on 15 May 2026, with the earliest contract signature date of 15 July 2026. The contracts are expected to run from 15 July 2026 to 30 May 2027.

Each contract includes the option for additional purchases during the contract term, with additional training sessions able to be commissioned at the rates submitted in the original bid.

The procurement attracted 15 tenders, with 10 assessed at the final stage. The procurement was conducted as a below-threshold limited competition under the light touch regime.
