NAPC Services Awarded Strategic Transformation Support Contract

Cardiff and Vale University Health Board has awarded a contract to NAPC Services Limited to provide strategic partner support for its programme of health and care transformation across Cardiff and the Vale.

According to the award notice, the Health Board has invested in a programme of strategic transformation to shape the future of health and care delivery, with a focus on developing a sustainable, integrated model of care that responds to the evolving needs of the population.

The successful partner will support the delivery of the Community by Design programme over its first 24 months, providing expertise in community and primary care models, programme and project management, community engagement, strengths-based co-production and strategic leadership. The work includes establishing programme governance, developing a new model of care, supporting workforce and leadership development, introducing new ways of working, helping to develop a business case and providing ongoing programme assurance and executive-level support.

The contract has been awarded through a direct award on the basis of single supplier – technical reasons. The notice states that NAPC Services Limited has already played a central role in progressing the Health Board’s strategic transformation programme and brings nationally recognised expertise, established relationships across NHS Wales and experience supporting large-scale health system transformation.

The contract is valued at £495,000 excluding VAT (£594,000 including VAT) and is expected to run from 13 August 2026 until 12 August 2028. The earliest contract signature date is 11 August 2026.
