Home-Start Kernow Awarded £400k Parents as First Teachers Contract

Cornwall Council has awarded Home-Start Kernow a £400,000 contract to deliver its Parents as First Teachers programme.

The service will provide an evidence-based, trauma-responsive home learning programme designed to improve children’s early development, strengthen parent-child attachment and enhance the home learning environment.

As part of Cornwall’s Early Help and Family Hubs offer, targeted home-based support will focus on families most at risk of poorer outcomes, particularly in Camborne & Redruth and St Austell, Newquay & Clay Country.

Priority will include families with children aged 3–4 years, those with emerging or confirmed SEND, limited access to funded childcare, or those experiencing trauma and adversity.

Home-Start Kernow was selected following an open procedure, with four tenders received and assessed.

The contract is expected to run from 30 October 2026 to 31 March 2029.
