Devon County Council appoints providers to £162 million supported accommodation framework

Devon County Council has appointed providers to its new £162 million My Future, My Way open framework, establishing a ten-year commissioning vehicle for accommodation and support services for young people aged 16+.

The framework, CP2631-25 Accommodation and Support 16+ Pathway (My Future, My Way) – Entry Point 1, is designed to support young people across a range of settings, including Homes with Support and Community Based Support. The model aims to provide a relational approach, enabling support to continue as young people’s needs change, they move home and progress towards independence.

The open framework is divided into two lots.

Lot 1 covers individual arrangements and block contracts for support delivered across regulated and unregulated Homes with Support and Community Based Support. A total of 49 providers have been appointed to the lot following an open procurement process.

Lot 2 focuses on co-design and innovation, enabling the council to work with providers to develop innovative delivery models and bespoke commissioning arrangements for support delivered across Homes with Support and Community Based Support. Thirty-nine providers have been appointed to this lot.

The framework has an estimated value of £162 million including VAT, with framework values shared across the two lots. Contracts are expected to run from 3 August 2026 until 2 August 2036, with provision for additional purchases during the lifetime of the framework.

The award decision was made on 13 July 2026 following an open procedure under the Light Touch Regime. All 49 bidders for Lot 1 and all 39 bidders for Lot 2 were successfully appointed to their respective lots, with no unsuccessful tenderers.
