Dacorum Borough Council has awarded DENS Limited a contract valued at £18 million including VAT to operate and deliver temporary accommodation and support services at The Elms in Hemel Hempstead.
The service will provide accommodation and support for single homeless adults, including emergency and longer-term residents.
The contract is expected to run from 10 November 2026 to 9 November 2031, with an option to extend for a further five years to November 2036.
The service will operate under a concession-style model, with DENS generating income primarily through Housing Benefit, resident contributions and eligible service charges. The Council will not pay a fixed contract fee and will retain responsibility for statutory property compliance, major works and utilities.
DENS was selected following a Competitive Flexible Procedure under the Procurement Act 2023. Five tenders were received, with one assessed at the final stage.
The award decision was made on 1 September 2026, with the contract expected to be signed from 30 September 2026.
