Compact Personnel Awarded Emergency Learning Disability Support Contract by Oldham Council

Oldham Metropolitan Borough Council has awarded an emergency contract to Compact Personnel Ltd to provide accommodation-based support for an adult with a learning disability and autism following an urgent housing need.

According to the award notice, the individual had been evicted from their accommodation and was at risk of disengaging from Adult Social Care, with the council identifying concerns around self-neglect and exploitation if alternative accommodation was not secured quickly.

The contract covers a support package of two support workers providing four hours of support per day, seven days a week. The arrangement has a value of £70,004.48 and is due to run from 8 July 2026 until 7 July 2027.

The council awarded the contract through a below-threshold procurement without competition under the Light Touch Regime, stating that using the Greater Manchester framework process would have delayed the placement and prevented the service user from being made safe in the required timeframe.

Compact Personnel Ltd, an SME based in Stockport, was selected to deliver the emergency support service.
