Camden Awards Individual Placement & Support Programme Contract to Change Grow Live

The London Borough of Camden has awarded a contract to Change Grow Live to deliver its Individual Placement & Support (IPS) Programme following an open procurement procedure under the light touch regime.

The contract is valued at £665,000 (excluding VAT) and is expected to commence on 1 August 2026, running until 31 March 2029, with the option to extend by a further four months until 31 July 2029 at the council’s discretion.

According to the contract notice, the programme provides targeted employment support for adults aged 18 and over who are experiencing, or are at risk of, drug and/or alcohol-related needs. The service is aimed at people who are out of work and offers tailored, evidence-based support to help them secure and sustain paid employment.

The programme’s stated objective is to promote recovery, independence and long-term employment outcomes through personalised, integrated support.

The award decision was made on 24 June 2026, with the earliest contract signature date scheduled for 24 July 2026, following a nine-working-day standstill period.

The procurement attracted two tenders, both of which progressed to the final assessment stage.
