Barnsley Metropolitan Borough Council has established a new Community and Supported Living Light Touch Framework to support the delivery of care and support services across the local authority area.
The framework covers services for adults with learning disabilities, autistic adults, individuals with mental health needs and those with physical disabilities or sensory impairments. It is structured across three tiers: Standard Support, Complex Support and Enhanced Support.
The council has estimated the total value of the framework at £123 million over its full seven-year term. The framework will commence on 1 August 2026 and will operate for an initial five-year period, with the option to extend for a further two years.
The procurement was undertaken under the Procurement Act 2023 as a Light Touch contract and represents the continuation of an open framework. The council has stated that it may reopen opportunities throughout the lifetime of the framework at its discretion.

The award decision was made on 23 June 2026, with assessment summaries issued to tenderers on the same date.
The standstill period is scheduled to conclude on 3 July 2026, with the framework expected to be signed on 17 July 2026.
A total of 73 tenders were received during the procurement process, with 28 providers progressing to the final assessment stage and subsequently being appointed to the framework. Of those final-stage submissions, 13 were received from small and medium-sized enterprises and seven from voluntary, community and social enterprises.
