Achieving for Children
Location: Yorkshire and the Humber
North East Lincolnshire Borough Council is inviting tenders for Housing Related Support (HRS) services to help families, adults and young people at risk of homelessness or experiencing multiple disadvantage. The services will provide preventative floating support and supported accommodation to help people maintain their independence, improve wellbeing and move towards secure, sustainable housing.
The contract is divided into five lots, covering floating support and supported accommodation. Tenderers can bid for one or more lots, with each lot evaluated and awarded separately.
The services are generally designed around support periods of up to 24 months. The Council may vary service-user numbers, accommodation requirements and other operational arrangements in line with the contract provisions and available budgets.
The next tender notice is estimated to be published on 15 October 2029.
Cost accounts for 30% of the evaluation across all five lots, while quality accounts for the remaining 70%. The specific quality criteria and weightings vary by lot.
Quality assessments include outcome-focused support, mobilisation and implementation, service continuity, performance management, access and inclusion, safeguarding, staff training and development, partnership working and social value. Lots 3 and 4 also assess accommodation management, while Lot 5 includes criteria relating to corporate parenting and supporting young people into adulthood and independent living.
Tenderers should consult the tender documents on YORtender for the full evaluation criteria and lot-specific weightings.
This opportunity may suit homelessness charities, housing support providers, supported accommodation organisations and social care providers with experience helping families, adults and young people at risk of homelessness. Providers should review the requirements for their chosen lots and ensure they meet the relevant financial, insurance, data protection and Registered Provider conditions.
