COV – West Midlands Children’s Regional Residential Care Framework

Coventry City Council has reopened the West Midlands Children’s Regional Residential Care Framework, which is used by 14 West Midlands local authorities and trusts to source residential placements for children from independent providers.

The framework is valued at an estimated £4.946 billion and providers can apply for one or more lots. Existing framework providers can also apply for additional lots or add further children’s residential homes.

• Lot 3: Residential Care with DFE Regulated Education
• Lot 4: Residential Parenting Assessments
• Lot 5: Therapeutic Residential Care
• Lot 6: Children with Disabilities

Evaluation Criteria

Admission involves mandatory requirements and minimum standards assessed at both provider and individual children’s home level on a pass/fail basis. Full evaluation requirements are contained within the tender documents.

The framework represents a major route to residential care placements across the West Midlands and is particularly relevant to children’s home providers looking to work with multiple local authorities.
