Integrated Domestic Abuse Accommodation and Housing Support Service

Pembrokeshire County Council is seeking a provider to deliver an integrated domestic abuse accommodation and housing support service under a contract valued at an estimated £3,060,751 excluding VAT.

The contract is expected to commence in April 2027 for an initial four-year period, with an option to extend for up to a further three years. The procurement will support the Council’s provision for people requiring accommodation and housing-related support in connection with domestic abuse.

The published contract value also includes funding that has been applied for to provide a specialist worker co-located within the Childcare Assessment team. This additional funding has not yet been confirmed.

Service Requirements

The procurement covers an integrated model of domestic abuse accommodation and housing support.

The evaluation criteria indicate that the service will place particular emphasis on meeting individual needs and sustaining housing, survivor co-production, partnership working and integrated delivery.

Providers will also be expected to demonstrate an appropriate workforce model and understanding of the legislative, policy and practice framework relevant to the service.

Detailed accommodation arrangements, service capacity and individual support requirements: Not disclosed in the information provided.

Prospective providers should review the full tender documentation for the detailed service specification and delivery requirements.

Tender submissions can be made in Welsh or English.

The procurement is being conducted through a competitive flexible procedure under the light touch regime, with interviews forming part of the evaluation process.

Evaluation Criteria

Interviews will form part of the evaluation process, with detailed assessment requirements contained within the tender documentation.

Contract Delivery Considerations

The Council has identified several factors that could affect delivery during the contract period, including increasing levels of homelessness associated with domestic abuse, legislative and general budget pressures, new requirements arising from housing legislation, and workforce recruitment and retention challenges.

The procurement also provides the right to introduce additional purchases during the contract. The estimated contract value currently incorporates the proposed specialist worker within the Childcare Assessment team, although the associated funding remains subject to confirmation.

This opportunity is particularly relevant to organisations experienced in domestic abuse services, supported accommodation, housing-related support and integrated partnership working.

With a potential seven-year contract period and a strong emphasis on survivor co-production, sustaining housing and integrated delivery, the procurement will establish a long-term service supporting people affected by domestic abuse in Pembrokeshire.
