Provision of a Recovery Service (Alcohol and Drugs)

Inverclyde Council is seeking providers to deliver alcohol and drug recovery services under a contract valued at an estimated £1.2 million excluding VAT.

The procurement is divided into two lots covering recovery hubs and assertive outreach alongside early intervention, recovery support and relapse prevention services.

The commissioned provision will contribute to the Inverclyde Alcohol and Drug Partnership Strategy 2024-2029, supporting its ambition for individuals, families and communities to live healthier lives free from alcohol and drug-related harm through choice, dignity and recovery.

Lots Available

Lot 1 – Recovery Hub, Outreach Hubs and Assertive In/Outreach Service

This lot covers the delivery of recovery hubs, community outreach and assertive in-reach and outreach provision.

Services will focus on:

• Recovery community development
• Engagement
• Harm reduction
• Social inclusion
• Peer-led support

Providers bidding for this lot must be able to demonstrate previous experience delivering recovery hubs, community-based outreach, assertive engagement approaches and services that help individuals engage with treatment, recovery provision and wider community assets.

Lot 2 – Early Intervention, Supporting Recovery and Relapse Prevention Service

This lot focuses on early intervention and structured support designed to help individuals progress through and sustain recovery.

Provision will include:

• Structured psychosocial interventions
• Recovery planning
• Relapse prevention
• Rehabilitation support
• Family reunification activity

Providers must demonstrate relevant experience delivering early intervention services, recovery support programmes and interventions aimed at building resilience, sustaining recovery and preventing relapse.

Delivery Length: 1 April 2027 to 31 March 2030, with an optional 12-month extension – up to 4 years

The procurement is being conducted through an open procedure.

Evaluation Criteria

Both lots will be evaluated on a 60% quality and 40% price basis.

For Lot 1, the quality assessment comprises:

• Service Delivery Model – 15%
• Partnership Working and Engagement – 10%
• Trauma Informed Practice – 10%
• Staffing, Management & Expertise – 10%
• Outcomes & Reporting – 5%
• Fair Work First – 5%
• Social Value Outcomes Menu – 3%
• Social Value Supporting Methodology – 2%
• Price – 40%

For Lot 2, the evaluation follows the same overall weighting, with Integrated Recovery Support and Partnership Working – 10% replacing the Lot 1 partnership criterion.

Provider Requirements

Bidders must provide two examples of services delivered within the previous three years demonstrating their experience, capacity and capability to deliver the lot or lots for which they are tendering.

Separate evidence must be supplied for each lot.

The Provider’s Service Manager must either hold a relevant qualification at SCQF Level 7 or equivalent, in an area such as Health and Social Care, Social Work or Community Development, or have at least two years’ demonstrable management experience within addiction, recovery, mental health, homelessness or social care services.

Providers must also meet the Council’s stated quality management, health and safety and environmental management requirements.

Financial and Insurance Requirements

Inverclyde Council will assess bidders’ financial standing using a Dun & Bradstreet assessment alongside turnover requirements detailed within the procurement documentation.

The minimum insurance requirements include:

• Public Liability – £5 million, including abuse and molestation cover without an inner limit on abuse
• Professional Indemnity – £2 million
• Employers’ Liability – £5 million
• Data Protection/Cyber Risk – £1 million

Bidders are advised to review the detailed financial thresholds within the tender documents before submitting a response.

Compliance Requirements

Successful providers will be required to comply with Inverclyde Council’s specifications, contractual requirements and evaluation documentation, alongside applicable requirements relating to the Scottish Government’s Population Health Directorate.

The contract also includes requirements relating to the Protection of Vulnerable Groups Scheme and Disclosure Scotland, and successful providers will be required to enter into a Data Sharing Agreement with Inverclyde Council.

Tenderers must also submit the required data protection, Freedom of Information, equalities, workforce, prompt payment, no-collusion and tender declaration documentation.

Social Value

Community benefits form part of the procurement.

The Council has established an expected Social Value Points level of:

• Lot 1 – 240 points
• Lot 2 – 120 points

The successful providers will be contractually required to deliver the social value commitments offered through their tender submissions.

Where an extension is exercised, the Council will discuss and agree appropriate social value commitments for the additional contract period.

The procurement represents an opportunity for organisations experienced in alcohol and drug recovery, rehabilitation, psychosocial interventions, harm reduction and community-based support to deliver services across Inverclyde.

With provision spanning early intervention through to sustained recovery and relapse prevention, the two contracts will contribute directly to Inverclyde’s wider strategy for reducing alcohol and drug-related harm and supporting individuals, families and communities.
