London Borough of Camden is seeking a provider to deliver the Camden Rough Sleeping Hub, providing mixed-gender accommodation and support for people sleeping rough in the borough.
The service will provide immediate safe shelter for people verified as sleeping rough and support individuals to engage with services covering areas including health and wellbeing, financial resilience and move-on.
The primary aim of the Hub is to contribute to reducing rough sleeping across Camden by supporting people into stable accommodation, including Camden’s Adult Pathway.
Provision will operate 24 hours a day, seven days a week, with low-threshold access to bedspaces designed to enable people to move off the streets rapidly. Referrals will primarily come through Camden’s Outreach Service.
The Council is seeking a minimum of 16 bedspaces. Move-on is targeted within 28 days, extending to three months for people with No Recourse to Public Funds.
The current contract is fully funded through a grant from the Ministry of Housing, Communities and Local Government.

Delivery Length: 1 April 2027 to 31 March 2032 – five years
The deadline for enquiries is 25 September 2026 at 12:00pm, with an estimated award decision date of 16 November 2026.
The opportunity is identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).
