Torfaen County Borough Council has awarded a contract for a specialist Hoarding Support Service aimed at residents whose hoarding behaviours are affecting their wellbeing, independence and ability to manage and maintain their accommodation.
Adferiad Recovery Ltd has been awarded the contract, valued at £1.3 million excluding VAT and £1.632 million including VAT.
The service will provide housing-related support for up to 25 people at any one time, with individual support available for a maximum of two years or until agreed goals have been met, whichever is sooner. Caseloads will be prioritised according to need, including threat of homelessness and crisis cases.
The service will also provide follow-up and responsive support for people who have previously accessed support. This element can be delivered virtually, by telephone or in person where required, with contact made at least monthly for a time-limited period of six months.
The contract is expected to run from 1 October 2026 to 30 September 2031, with the option to extend for a further 36 months through three 12-month extensions.
Four tenders were received and all four reached the final assessment stage.
The award decision was made on 26 August 2026, with the contract expected to be signed no earlier than 30 September 2026.
