Blackpool Council is seeking a qualified provider to deliver specialist habilitation services for children and young people with visual impairment across Lancashire.

The contract will provide specialist mobility and independent living skills support for children and young people from pre-school age up to 18 years. The successful provider will work alongside families, schools and professionals to promote independence, safety and personal development through tailored habilitation programmes that meet individual needs.

Delivery Length – 1 September 2026 to 31 August 2027, with the option to extend incrementally for a further 12 months.

Description of Work

The successful provider will supply qualified Habilitation Specialists to support children and young people with visual impairment by delivering programmes that develop mobility, orientation and independent living skills.

The service will be delivered in accordance with the Quality Standards – Delivery of Habilitation Training (Mobility and Independent Living Skills) for Children and Young People with Visual Impairment.

Key responsibilities include:

  • Assessing individual needs, goals and developmental requirements.
  • Delivering personalised habilitation programmes.
  • Supporting children and young people to develop mobility, orientation and life skills.
  • Providing advice and regular consultation to families, schools and professionals.
  • Producing written termly plans outlining agreed outcomes and progress.
  • Sharing assessment information with key stakeholders.
  • Producing end-of-programme reports for the Inclusion Lead within Children’s Services.
  • Gathering and reporting termly feedback from children, young people and families.

Evaluation Criteria

Tenders will be assessed using the following weighting:

  • Quality – 60%
  • Pricing – 20%
  • Social Value – 20%

Important Information

The successful provider will be expected to maintain appropriate insurance arrangements, including employer’s liability, public liability and professional indemnity insurance.

Providers should also have appropriate organisational policies covering:

  • Equality, diversity and social value
  • Health and safety
  • Environmental protection
  • Safeguarding children and adults
  • Sustainability
  • Information governance and GDPR
  • Whistleblowing
  • Modern Slavery
  • Anti-bribery arrangements

Provider Requirements

Providers should be able to demonstrate compliance with relevant legislation and maintain appropriate organisational registrations where required, including:

  • Central Digital Platform registration.
  • Business Continuity Plan.
  • Disclosure and Barring Service (DBS) compliance.
  • Information Commissioner’s Office (ICO) registration.
  • Compliance with the Equality Act 2010, Human Rights Act 1998 and other applicable legislation.

The service will be delivered one day per week during school term time through face-to-face sessions within schools, homes and other community settings across Blackpool, as agreed with the Inclusion Lead within Children’s Services.
