Community Opportunities Framework

Redcar and Cleveland Borough Council is seeking providers to join its Community Opportunities Framework for adults with additional care and support needs.

The framework is designed to commission community-based opportunities that enable adults to achieve their assessed social care outcomes, maximise independence and participate in everyday community life. Providers will support individuals to work towards their personal goals through a range of activities and opportunities tailored to their assessed needs.

The Council states that the framework aims to:

  • Enable adults to achieve their identified outcomes and assessed social care needs.
  • Promote independence wherever possible.
  • Support adults to engage with the wider community.
  • Provide or facilitate activities appropriate to individual needs.
  • Offer opportunities during the day, evenings and weekends to maximise choice.
  • Support adults to enjoy the opportunities, experiences and challenges of everyday life.

The current Community Opportunities Framework commenced on 1 June 2023 and is due to end on 31 May 2026, with an optional 12-month extension. The framework will remain open to new providers throughout its term, with new submissions evaluated every three months in accordance with the published Schedule of Framework Openings.

The Council confirms that new submissions will be evaluated every three months throughout the period the framework remains open. Further information is contained within the procurement documentation.

Regulatory Information

The framework will remain open to new applications throughout its initial term, allowing providers to apply at any time before the submission deadline. Providers’ submissions will be assessed during the scheduled quarterly evaluation periods.

The opportunity reflects Redcar and Cleveland Borough Council’s continued investment in community-based services that promote independence, inclusion and personalised support for adults with additional care and support needs.
