Whispers Care Solutions Awarded Enhanced Support Contract for Disabled Children

Hampshire County Council has awarded a contract to Whispers Care Solutions Limited to provide enhanced care support services for children and young people with disabilities.

The contract was awarded through a call-off under the Care Support Services for Children with a Disability (2026) Light Touch Framework following a competitive selection process.

According to the award notice, the service supports children and young people with severe disabilities, including learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. The service forms part of a wider package of support agreed through the Council’s Care Plan process.

This call-off relates specifically to Enhanced Support, providing care for children and young people with more profound and complex needs arising from their behaviour and/or disability. These services may require enhanced care provision and support workers with additional specialist training, including behavioural management, specific care needs or interventions.

The notice states that any future value will be awarded through individual service contracts rather than at this call-off stage.

The contract has an initial value of £416,000 and is expected to run from 1 September 2026 until 31 August 2030, with the option to extend for up to a further four years through two separate two-year extensions. The award decision was made on 15 July 2026, with the earliest contract signature date of 17 August 2026.
