Working Age Adults Transformation Strategic Delivery Partner

London Borough of Bromley is seeking a Strategic Delivery Partner to support the transformation of services for Working Age Adults (WAA), including people transitioning from Children and Education services into Adult Social Care.

The commission will assess opportunities for transformational savings while supporting improvements to services and outcomes for Working Age Adults and their carers.

The project will be delivered in two phases:

• Phase 1 – Diagnostic: Review current provision and costs, identify opportunities for savings and develop a plan for change.
• Phase 2 – Implementation: Subject to approval of the Phase 1 plan, the Council may extend the contract for continued implementation support.

Participation Requirements

Tenderers must have a minimum annual turnover of £4 million and demonstrate the experience and capability required to deliver the commission. Mandatory requirements will be assessed on a pass/fail basis.

Evaluation Criteria

Tenders will be evaluated on:

• Cost – 60%
• Quality – 40%

Quality considerations include methodology, previous successful delivery, the proposed team and skills transfer.
