Working Age Adults Care Home Services

Carmarthenshire County Council, in collaboration with Pembrokeshire County Council and Ceredigion County Council, is inviting applications to establish a regional Working Age Adults Care Home Services framework across the West Wales region.

The framework is intended to support a more structured and consistent approach to commissioning care home services for working age adults across Carmarthenshire, Pembrokeshire and Ceredigion. Providers may apply for one or more service lots depending on their area of expertise and service provision.

The framework will be open to providers with existing care home provision within the region and providers intending to establish a care home service within Carmarthenshire, Ceredigion and/or Pembrokeshire within the next 12 months. Framework providers will be expected to demonstrate a commitment to supporting citizens across the West Wales region and prioritising regional placements.

The framework has been divided into three service lots:

  • Lot 1 – Learning Disabilities, including Autism
  • Lot 2 – Mental Health
  • Lot 3 – Physical Disabilities

Contract Information

Buyer – Carmarthenshire County Council, in collaboration with Pembrokeshire County Council and Ceredigion County Council

Deadline – 10 September 2026, 2:00pm

Contract Value – £470,000,000 excluding VAT

Delivery Length – 1 December 2026 to 30 November 2030, with the option to extend for up to two years to 30 November 2032, subject to satisfactory performance and agreement by all parties.

Lots

  • Lot 1 – Learning Disabilities, including Autism – Estimated value: £320,000,000 excluding VAT
  • Lot 2 – Mental Health – Estimated value: £130,000,000 excluding VAT
  • Lot 3 – Physical Disabilities – Estimated value: £20,000,000 excluding VAT

Framework Information

The framework will operate as a Light Touch Contract under Section 9 of the Procurement Act 2023.

There is no limit on the number of suppliers that may be admitted to the framework.

The Authority has confirmed that the framework may be refreshed during its term, with additional suppliers able to join through future tender notices.

Call-off contracts will be awarded through:

  • Direct Award (User Choice), where the conditions under the Procurement Act 2023 apply; or
  • Enhanced User Choice, where more than one suitable framework supplier is available. In these circumstances, the selection process will consider both price and quality before the individual or their representative makes the final placement decision.

Evaluation Criteria

All three lots will be evaluated using:

  • Quality – 100%

Suppliers must achieve a minimum score of 2 out of 5 on the technical questions for the relevant lot.

Regulatory Information

The procurement is being undertaken through an Open Procedure under the Light Touch regime. The opportunity is particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

Submissions may be made in either English or Welsh.
