Carmarthenshire County Council, in collaboration with Pembrokeshire County Council and Ceredigion County Council, is inviting applications to establish a regional Working Age Adults Care Home Services framework across the West Wales region.
The framework is intended to support a more structured and consistent approach to commissioning care home services for working age adults across Carmarthenshire, Pembrokeshire and Ceredigion. Providers may apply for one or more service lots depending on their area of expertise and service provision.
The framework will be open to providers with existing care home provision within the region and providers intending to establish a care home service within Carmarthenshire, Ceredigion and/or Pembrokeshire within the next 12 months. Framework providers will be expected to demonstrate a commitment to supporting citizens across the West Wales region and prioritising regional placements.
The framework has been divided into three service lots:
Buyer – Carmarthenshire County Council, in collaboration with Pembrokeshire County Council and Ceredigion County Council
Deadline – 10 September 2026, 2:00pm
Contract Value – £470,000,000 excluding VAT
Delivery Length – 1 December 2026 to 30 November 2030, with the option to extend for up to two years to 30 November 2032, subject to satisfactory performance and agreement by all parties.

The framework will operate as a Light Touch Contract under Section 9 of the Procurement Act 2023.
There is no limit on the number of suppliers that may be admitted to the framework.
The Authority has confirmed that the framework may be refreshed during its term, with additional suppliers able to join through future tender notices.
