West Yorkshire Domestic Abuse Perpetrator service using CARA (Cautioning and Relationship Abuse) Programme

West Yorkshire Combined Authority is seeking a provider to lead the delivery and further development of the Mayor’s West Yorkshire Domestic Abuse Perpetrator service using the CARA (Cautioning and Relationship Abuse) Programme.

The service will operate across Bradford, Calderdale, Kirklees, Leeds and Wakefield, with capacity to support up to 650 perpetrators each year, alongside associated victims who are willing to engage and who are intimate partners or family members.

The programme will primarily work with first-time, standard-risk perpetrators of domestic abuse who receive a conditional caution.

Where capacity permits, the service will also work with medium-risk perpetrators who have received No Further Action (NFA) but are willing to participate in CARA voluntarily. Successful voluntary completions will be recorded as an Outcome 22.

The procurement has an anticipated budget of £2.1 million excluding VAT across the maximum seven-year contract period, subject to both optional extension periods being taken.

Service Coverage

The service will cover all five West Yorkshire districts:

  • Bradford
  • Calderdale
  • Kirklees
  • Leeds
  • Wakefield

The appointed provider will be responsible for leading both the delivery and further development of the CARA-based service across West Yorkshire.

The opportunity has been identified as particularly suitable for voluntary, community and social enterprises (VCSE).
