Clackmannanshire Council has launched a Dynamic Purchasing System (DPS) for the provision of transport services supporting education, social care, and other passenger transport requirements across the area.
The DPS will cover transport for children, vulnerable adults, and additional passenger or goods transport needs using both PSV vehicles and Taxi/Private Hire services.
The opportunity has been split into two lots:
Lot 1: PSV – 9 or More Passenger Seats
This lot covers transport services delivered using Public Service Vehicles (PSV) to support education, social care, and other transport requirements.
Suppliers applying for this lot are expected to hold, or intend to hold:
The relevant licence or permit must be in place at contract award stage and maintained throughout the contract duration.
Lot 2: Taxi/Private Hire – 8 or Less Passenger Seats
This lot covers transport delivered through Taxi or Private Hire Car (PHC) services for education, social care, and other transport requirements.
Suppliers applying for this lot should hold, or intend to hold, a Taxi or Private Hire Car Operator’s Licence.
The Council confirmed that the DPS will operate as a two-stage process. During the initial stage, suppliers who meet the selection criteria and are not excluded will be admitted onto the DPS.
Unlike a traditional framework agreement, suppliers will also be able to apply to join the DPS throughout its lifetime.
Individual contracts will then be awarded through mini-competitions, with all approved suppliers invited to bid for specific opportunities via email.
Contract Information
The long-term DPS is expected to provide ongoing opportunities for transport providers supporting public sector education and care-related travel requirements across the region.
