The Provision of Night-time Medical and Welfare Support

Manchester City Council is seeking to appoint a provider to deliver a night-time medical and welfare support service for vulnerable people within Manchester city centre. The contract is intended to operate on Friday and Saturday nights, working alongside local partners to improve public safety and reduce pressure on frontline emergency services.

The Council is looking for a provider capable of delivering medical and welfare support in partnership with licensed premises and emergency services. The service is designed to support individuals who are particularly vulnerable and at greater risk of becoming victims of crime while helping to maintain a safe night-time economy.

The procurement is being conducted through The Chest e-procurement portal, where all tender documentation and clarification requests must be accessed and submitted electronically.

Contract Information

Buyer – Manchester City Council

Deadline – 3 August 2026 – 11:00am

Contract Value – £300,000 excluding VAT (£360,000 including VAT)

Delivery Length – 24 November 2026 to 23 November 2028, with the option to extend for a further 12 months until 23 November 2029.

Evaluation Criteria

The contract will be evaluated using the following weighting:

  • Quality – 45%
  • Social Value and Zero Carbon – 30%
  • Price – 25%

Participation Requirements

The procurement documentation states that legal and financial capacity requirements, along with technical ability requirements, are detailed within the tender documents.

The opportunity is identified as being particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

The contract represents an opportunity for organisations experienced in community safety, welfare, health or social support services to work collaboratively with local partners in helping to safeguard vulnerable people within Manchester’s night-time economy.
