The Provision of an Enhanced Primary Care Mental Health Service for Asylum Seekers in Salford

NHS Greater Manchester Integrated Care Board is seeking to commission a provider to deliver an Enhanced Primary Care Mental Health Service for asylum seekers living in Salford.

The successful provider will be expected to deliver high-quality, accessible and culturally competent mental health services that promote continuity of care and improved health outcomes for asylum seekers. The service will also work collaboratively with wider partners and agencies to support a coordinated approach to addressing the broader health and wellbeing needs of this population.

Providers must be authorised to deliver essential primary medical services under General Medical Services (GMS), Personal Medical Services (PMS) or Alternative Provider Medical Services (APMS) contractual arrangements in order to deliver the locally commissioned service.

Buyer – NHS Greater Manchester Integrated Care Board

Deadline – 31 July 2026 – 12:00pm

Contract Value – £604,000 excluding VAT

Delivery Length – Initial 24-month contract from approximately 1 October 2026, with the option to extend for up to a further 12 months.

This procurement is being conducted under the Healthcare Services (Provider Selection Regime) Regulations 2023. The notice confirms that the provisions of the Public Contracts Regulations 2015 do not apply to this procurement.

Provider Requirements

The successful provider must be authorised to provide essential primary medical services through one of the following contractual arrangements:

  • General Medical Services (GMS)
  • Personal Medical Services (PMS)
  • Alternative Provider Medical Services (APMS)

This opportunity provides suitably qualified primary care providers with the chance to deliver a specialist mental health service for asylum seekers, supporting improved access to culturally appropriate care while working alongside health and community partners across Salford.
