The Domestic Abuse Support Service

Worcestershire County Council is seeking a provider to deliver The Domestic Abuse Support Service (DASS), enabling the Council to meet its statutory duties under the Domestic Abuse Act 2021.

The service will provide specialist domestic abuse support for adults and children living in emergency and safe house accommodation, alongside outreach services. The contract is designed to ensure survivors of domestic abuse receive appropriate support, including services tailored to individuals with protected characteristics, minority groups and those with care and support needs.

Service Overview

The successful provider will deliver a comprehensive Domestic Abuse Support Service that includes:

• Specialist support for adults and children living in emergency and safe house accommodation.
• Outreach services for victim survivors of domestic abuse.
• Dedicated support for people aged 16 years and over affected by domestic abuse and their children.
• Partnership working with County and District Councils and other stakeholders to ensure appropriate accommodation and support provision.
• Services designed to meet the needs of minority groups and individuals with care and support needs, helping to improve health outcomes and reduce inequalities.

The service will support Worcestershire County Council in fulfilling its statutory responsibilities under the Domestic Abuse Act 2021.

• Tackling Modern Slavery.
• Relevant occupational standards as detailed within the tender documentation.

Procurement Information

The procurement will be conducted using an Open Procedure under the Light Touch Regime.

The Council has identified several key contract risks, including the long-term sustainability of grant funding, the impact of Local Government Reorganisation, increasing demand for domestic abuse services and ensuring equitable access for all communities. Providers will be expected to demonstrate how they will deliver resilient, high-quality services that respond effectively to these challenges.
