The Approved List for the provision of Supported Accommodation and Accommodation-Based Support for Children and Young People

East Sussex County Council is seeking providers for its Approved List covering supported accommodation and accommodation-based support services for children and young people.

The Approved List has been developed by Children’s Services following the previous Children’s Supported Accommodation Framework, which commissioned semi-independent and supported move-on services and closed in 2023.

According to the Council, the new arrangement has been designed in response to the increasing number of Looked After Children and the growing complexity of need across services.

The Approved List aims to support the continued development and diversification of provision in order to maintain and improve positive outcomes for children and young people in care.

Service Categories

The Approved List will cover supported accommodation and accommodation-based support for:

  • Care Leavers, Unaccompanied Asylum-Seeking Children (UASC), and young homeless people aged 16–17 with high support needs
  • Care Leavers, UASC, and young homeless people aged 16–17 with medium support needs
  • Care Leavers and UASC aged 18–21 with ongoing or enduring Multiple and Complex Needs
  • Pregnant Care Leavers and young parents aged 16–21 with medium support needs

The Council confirmed that individual call-off contracts will begin and end as required throughout the life of the Approved List.

Ofsted Requirements

Providers applying to the Approved List must confirm the stage of their Ofsted registration process at the point of application.

The Council stated that bidders will fail the process if they do not confirm:

  • The stages of Ofsted registration already completed, or
  • That they are currently in the process of drafting their application

The opportunity reflects continued demand for supported accommodation services for vulnerable children and young people, including care leavers, UASC, and young people experiencing homelessness across East Sussex.
