Hartlepool Borough Council has published a tender to commission a single, integrated supported housing service for individuals who are homeless or at risk of becoming homeless with medium to high support needs. The contract will combine accommodation-based provision with dispersed supported housing to provide a coordinated pathway of support across the borough.
The Council is seeking a provider to deliver safe and suitable accommodation alongside person-centred, trauma-informed support designed to help individuals stabilise their circumstances, develop independent living skills, and move into sustainable long-term housing.
The successful provider will be responsible for sourcing and managing all accommodation, delivering a flexible, outcomes-focused service, and working collaboratively with statutory and voluntary sector partners. The service will place emphasis on homelessness prevention, early intervention, partnership working, and achieving positive move-on outcomes while supporting the Council’s strategic priorities to reduce homelessness and improve health, wellbeing, and independence for residents.
The contract is expected to commence on 18 January 2027 for an initial period of three years, with the option to extend by two further periods of 12 months, giving a potential maximum contract term of five years.
The estimated total contract value is £1,750,000 excluding VAT.
