Temporary / Emergency Accommodation Provision

Durham County Council is seeking to establish a provider list for organisations able to deliver temporary and emergency accommodation services within County Durham and neighbouring authorities.

The arrangement will enable the Council to make individual placement requests based on need, suitability, and accommodation availability.

According to the Council, acceptance onto the provider list does not provide exclusivity or any guarantee of placement volumes. The Council also confirmed that it retains the right to enter into agreements with additional providers for the delivery of services throughout the term of the arrangement.

Evaluation Process

The procurement will be assessed on a compliance basis rather than through a scored tender process.

Evaluation criteria include:

• Suitability of accommodation
• Compliance with specification requirements and legislation
• Availability and responsiveness

Successful providers will be added to the provider list and may then receive call-off placement opportunities from the Council.

• County Durham, or
• Neighbouring authorities
