Exeter City Council is seeking to establish a four-lot framework under the Light Touch Regime to secure accommodation and support services that help meet its statutory responsibilities relating to homelessness prevention and relief, safeguarding vulnerable adults and families, and delivering outcome-focused support.
The framework will enable the Council to award contracts through mini competitions or direct awards, where permitted, across four service areas. The Council has confirmed that no minimum volumes of work are guaranteed under the framework.
Lot 1 – Temporary Accommodation (TA)
Short-term and reactive accommodation placements, including out-of-hours and nightly paid placements, for individuals and families in line with duties under Part 7 of the Housing Act 1996 (as amended).
Lot 2 – Off-the-Streets Accommodation
Emergency beds and rapid access accommodation, including respite provision, for same-day placements supporting rough sleepers, people at immediate risk of rough sleeping, and individuals not eligible for statutory support.
Lot 3 – Accommodation-based Services
Accommodation with an intensive housing management function designed to support residents in progressing towards greater independence.
Lot 4 – Floating Support
Support that is not linked to a specific property, helping individuals sustain tenancies and prevent homelessness.

The framework will operate for four years and six months and will allow both further competitions and direct awards where permitted within the procurement documentation.
The framework will have an unlimited number of suppliers, with no supplier framework fee charged.
The arrangement is available solely for use by Exeter City Council.
